Who initiates it
Owner/applicant or authorised planner
Use the Zone rule checklist to support and control the current Auckland planning/resource-consent process without substituting for the authority's live application requirements. It is a control aid, not a substitute for the current official, contractual or professionally prepared document where one governs.
Owner/applicant or authorised planner
Planner or authorised applicant, coordinated by the client/developer
The project manager and the person with technical, contractual or commercial authority for the subject
Auckland Council for statutory decisions; client/developer for project decisions; relevant professional for their report
Use only where the planner confirms the process applies; obtain the current Auckland Council form or portal requirements before lodgement.
The project owner and the person controlling planning and resource consent, including each reviewer, approver or recipient named by the live project process.
Only the person with the authority or professional competence required by the source document, contract, insurer, lender or authority process.
Prepare before the related planning and resource consent decision or activity. Update it when scope, revision, cost, programme, responsibility, evidence or approval status changes.
Step-by-step
Keep as a controlled internal project record and issue by the contract or project communication method when another party must review, approve or act on it.
Retain the receipt, track RFIs and conditions, update expiry/lapse dates and do not start conditioned work before pre-commencement requirements are evidenced.
Save the final record and supporting evidence in the controlled project document system, with the revision, issue status and related workspace record.
Confirm the project stage, contract, consent, consultant scope and actual site circumstances before use.

Verification
Use current official information and the controlled documents for the actual project.
Check the operative plan, maps, zones, precincts, overlays, activity status, development controls, subdivision rules, and assessment criteria for the specific site.
Check council guidance, application requirements, RFI process, consent conditions, approved plans, engineering approvals, and monitoring requirements for site-specific development approvals.
Planner, surveyor, architect, engineer, quantity surveyor, lawyer, accountant, lender, valuer, real estate agent, and other project specialists must confirm site-specific decisions.
Project-specific consented documents and professional advice override generic guidance.
